Teen charged in stabbing death of foster mom

Prosecutors charged a 16-year-old boy in the fatal stabbing of his 52-year-old foster mother in Waimanalo on Saturday.

The youth was charged with second-degree murder on Sunday and turned over to the jurisdiction of the family court, police said.

The prosecutor’s office can petition family court to waive jurisdiction. But no decision has been made on whether to try the teenager as an adult, a spokesman for the prosecutor’s office said. Family court will make the final decision.

His name has not been released because he is a juvenile.

Relatives identified the victim as Jolyn Kipapa.

The stabbing occurred on Saturday morning at Kipapa’s home in Sherwood Forest at Waimanalo Bay Beach Park, where her husband was the park caretaker.

Kipapa was a long-time foster mother, who has raised dozens of foster children in addition to her own children.
