Safety measures for fuel tanks could take billions — and decades, Navy says

An underground gas storage tank dug into Red Hill to store gas for the military in case of war. The green color is from the fluorescent lights that illuminate the bottom of the silo. The least expensive method of double-walling the Red Hill fuel tanks could cost between $500 million and $2 billion, the Navy said in a newly released estimate.
