Men accused of using card-skimming device

Police are looking for one of a pair of men indicted for allegedly using a card-skimming device to steal information from 13 customers at a Honolulu restaurant and using that data to purchase more than $20,000 in merchandise from two big-box stores.

An Oahu grand jury Wednesday indicted Shaun S. Hart and Randy Z. Tuley on charges of conspiracy to commit identity theft and other crimes in connection with the scheme.

While Tuley worked at Choi’s Garden restaurant, he allegedly used a card-skimming device to steal data encoded onto the magnetic strip of credit or debit cards belonging to 13 customers, the indictment said. The device recorded the account numbers from the cards used to pay their tabs.

Tuley then allegedly provided the information to Hart, who allegedly took the account numbers and encoded them onto cards with magnetic strips.

Hart allegedly used the cards from Sept. 28 to Nov. 18, 2016, to fraudulently buy merchandise exceeding $20,000 at Sam’s Club stores in Pearl City and Honolulu.

A grand jury indicted Hart for first-degree theft, first-degree identity theft, first-degree conspiracy to commit identity theft and unauthorized possession of confidential personal information.

Police are asking for help in locating Hart, 25, wanted on a $100,000 grand jury bench warrant for the above crimes.

A Honolulu CrimeStoppers bulletin was issued Friday, saying Hart has no prior conviction and is known to frequent the Honolulu area.

He is described as Caucasian, 5 feet 11 inches tall, weighing 165 pounds, with black hair and brown eyes.

Anyone with information concerning Hart’s whereabouts is asked to call 955-8300 or *CRIME on a cellphone.

Tuley was indicted on first-degree conspiracy to commit identity theft and unauthorized possession of confidential personal information. He was arrested and released Friday on $11,000 cash bail. He is scheduled to be arraigned Thursday in Circuit Court.
