A 21-year-old Waipahu man was expected to make his initial District Court appearance today after being charged with starting a fire on Friday in a house, which injured his younger sister.
Mark Rivera, of Hanawai Circle, was charged with fourth-degree arson and was being held Sunday, unable to post bail of $2,000.
Police said Rivera started a fire in a home about 7:30 a.m. Friday, causing minor injuries to his 17-year-old sister.
He fled and was later located by a police patrol and arrested.
Police arrested Rivera at his home, initially on suspicion of second-degree attempted murder, but the case was later downgraded.

We need stricter laws on owning matches. If one is not of the right mind that person should never be allowed to buy matches!
Unfortunately, the National Match Association has too strong a lobby. The NMA has Congress in its back pocket. And Trump loves them.

“… charged with fourth-degree arson …” Is that it? Second degree attempted murder was downgraded to what? Owning matches? Not closing the cover while striking?
