BSN - East Honolulu resident David Loui walks by a "No Trespassing" sign near the beach on Thursday, February 5, 2015 at the end of Paiko Drive in east Honolulu. Loui was on the beach near the home on the Paiko Penninsula about a year ago with his then four-year-old son when a man from the house drove up and told him he couldn't be there because the area was private property. The man said he was working with DLNR and that the area was a turtle hatching ground and closed to the public. Loui, who is Hawaiian, didn't leave, and he feels others who don't know about shoreline access rights would have left. (Jamm Aquino/Honolulu Star-Advertiser).

BSN - Signage is seen along Paiko Drive on Monday, February 2, 2015 in east Honolulu. Homeowner Garrett Saikley, who lives at 101 Paiko Drive, is in dispute with DLNR over whether procedures such as the adding of signage and boulders/land cover was legal near the beach area and the driveway leading to Saikley's house.
