Officer accused of lying about info in case
A 19-year Honolulu Police Department officer assigned to the Narcotics/Vice Division is facing charges that he passed sensitive information to a third party and then lied about it when questioned by federal investigators.
A federal grand jury returned an indictment Wednesday charging Richard Wayne Raquino with three counts of making false statements. The indictment was unsealed Friday when Raquino appeared for his arraignment in U.S. District Court. Raquino pleaded not guilty. U.S. Magistrate Judge Kevin S.C. Chang is allowing Raquino to remain free pending trial on a $10,000 unsecured signature bond.
According to the indictment, Raquino lied to FBI special agents June 28 when he told them he did not reveal to a person identified as C.E. the identity of an undercover HPD officer, tell C.E. how to identify and evade police surveillance and give C.E. the description of an undercover police vehicle.
HPD said Raquino was reassigned to restricted duty.
Student assaulted, second grabbed at park
University of Hawaii Campus Security is looking for information about a female student being grabbed and pulled toward a car while walking near Kanewai Park on Thursday night, the second incident near the park in one day.
The UH-Manoa student was walking alone toward campus on a sidewalk next to the Dole Street park at about 10:30 p.m. when a car stopped behind her, Campus Security said. An unidentified male grabbed her by the arm and pulled her toward the car, then released her when she yelled. The student could not provide a description of the male or the vehicle.
Campus Security said a UH-Manoa student was sexually assaulted while leaving Kanewai Park at about 3:30 a.m. Thursday. She reported an unknown male grabbed her from behind and ran away when other voices could be heard. The only description of the assailant was that he was tall. Anyone with information in either case is asked to call Campus Security at 956-6911 or police at 911.
