Tire deflator used in reckless driver arrest

Police used a Taser and a Stop Stick, a device to deflate the tires of a moving vehicle in a controlled manner, to arrest a man driving recklessly and speeding on Kuhio Highway in Kapaa, Kauai County officials said Wednesday.

The suspect, Samuel Contrades, appeared in court Wednesday on charges of second-degree reckless endangering, reckless driving, resisting an order to stop and resisting arrest.

Kauai police responded to a report of a reckless driver traveling at speeds of 80 to 90 mph on the highway at 4:45 a.m. Monday.

Officers said they saw a speeding white Nissan sedan and placed a Stop Stick in the road in front of the vehicle.

Once the vehicle had stopped, Contrades fled on foot and police used a Taser to detain him, police said. Officers took him to Wilcox Memorial Hospital before booking him at the Lihue police cellblock.

    Stimulant intoxication (meth) or untreated mental illness can cause such behavior. He looks pretty amped in the mug shot.
