Insurance isn't meant to cover shoddy work

A mold problem in Hilton Hawaiian Village’s Kalia Tower in 2002 led to litigation over the terms of insurance coverage carried by contractors. House Bill 924 would provide more protection to contractors, to the possible detriment of insurers.
