Affordable housing cut from Kapolei

While developer Castle & Cooke had planned to build 751 affordable homes for sale on state land within the Villages of Kapolei, the actual number has been reduced. The Villas at A‘eloa, a 72-unit low-income rental project, is one of the few that was built as planned.
