Kauai County still noncompliant with federal deal to protect birds

Kauai County officials say the retrofitting of light fixtures at county park facilities and buildings is ongoing as part of a plea deal the county reached over violations of the federal Migratory Bird Treaty Act. A rescued Newell's shearwater was held by a Kauai Humane Society technician in Kapaa.
