Governor stays 'flexible' on budget

Gov. Neil Abercrombie, left, and Budget and Finance Director Kalbert Young held a media briefing Thursday regarding Monday’s submission of the 2013-2015 fiscal biennium budget to the Hawaii State Legislature, in accordance with the state Constitution.
