Panel appoints new fire chief

Manuel P. Neves, left, was named chief of the Hono­lulu Fire Department on Thursday. Neves, a former HFD assistant chief, chatted with retired Fire Chief Kenneth Silva at the news conference during which Neves’ selection was announced. Neves had been serving as head of the Barking Sands Fire Department on Kauai.
