$77M proposed for homeless
Honolulu City Councilman Stanley Chang is
proposing the city take $77 million of available housing funds and build safe places of refuge for homeless people. Above, Eric Ramaila, left, is one of the homeless individuals who have set up camp on the sidewalk on the east side of Kalakaua Avenue across from the Hawai'i Convention Center. Ramaila recycles cans for money and says he doesn't want to go to a shelter.
