The fire, police and aviation Explorer programs are alive and well on the Big Island, Oahu, Kauai and Guam. The partnerships between the Aloha Council and the fire departments, police departments, U.S. Customs, border protection and aviation companies provide vocational training for 14- to 20-year-olds. Explorer programs were established in 1959 and opened to young women in 1969.
