Former Prosecutor Peter Carlisle was ceremoniously sworn in today as the 13th mayor of Honolulu.

The ceremony, at Mission Memorial Auditorium, comes more than a week after Carlisle was formally administered the Oath of Office on Oct. 11, two days before he left on an official trip to Washington, D.C., to meet with federal transit officials on rail.

The inaugural festivities included performances by Hula Halau Olana, Jimmy Borges and Cathy Foy.

After receiving the ceremonial Oath of Office from Judge R. Mark Browning, Carlisle outlined many of the same themes he campaigned on: Getting the city's fiscal house in order and making government more transparent.

Although he begins his tenure without a budget director, Carlisle said he has put together a team of advisers from the public and private sector to begin work on the city's next budget.

He pledged to continue efforts to increase recycling as a third boiler comes online at the city's waste-to-energy HPOWER plant, while planning has begun on how to best implement the consent decree covering the city's sewage collection and wastewater treatment systems.

Carlisle further pledged to continue support of the city's planned $5.5 billion rail transit system, describing his meeting last week with Federal Transit Administrator Peter Rogoff as productive in showing the city's strong support to continue the project following a change in the administration.

Carlisle won a special election last month to fill the final two years on the term vacated by Mufi Hannemann.
