And what about the parents of this hooligan? Will they be held responsible for her actions?

So what will happen now? Nothing! The parents will say that he was such an angelic son that was some how lead astray by the devil's temptation. Yeah right! Yet the judicial system will just let him back out on the streets yo do as he pleases. What will he have learned? That he can get away and that sometimes if you're lucky 'crime pays!' Oh where are those special agents like Deedy when they are needed?

Let her learn the hard way. Lock her up. If it was a 17-year-old boy, he would be in detention home. Send her there, too. Get her off the streets NOW.
