City Council backs Shinn as managing director; approves 2 department heads

Ember Shinn’s nomination to be second-in-command to Mayor Kirk Caldwell was approved unanimously by the City Council Wednesday.

Shinn, known among political circles for her work as chief aide to former state House Speaker Calvin Say, is already on the job as Caldwell’s managing director.

Also approved today were: Toni Robinson as director of parks and recreation; Carolee Kubo as director of human resources; and Pamela Witty-Oakland as director of human services.
