Article not well written. The accident occurred in the morning. Don't know the exact time of the accident. I drove past Puu Nani Dr around 2:30pm and the traffic was flowing freely with no work being done anywhere that I could see. Highway 19 was closed ( shut down ) for several hours after the accident. Now it may be that utility work was stopped and will start up again in the early evening. Like I said article not well written. Maybe the advisory was issued 5:45 am and not pm ???
