Mayor Kirk Caldwell departed for Chicago Monday night to attend the fall meeting of the Urban Land Institute and participate in a panel discussion on public private partnership developments.

Caldwell is scheduled to return Saturday.

The mayor will participate in the ULI Rose Center 2013 Mayors' Forum: Starting and Sustaining Relationships with Private Sector Partners Thursday along with the mayors of Indianapolis, Ind.; Memphis, Tenn.; and Portland, Ore.

Last month, Caldwell was named as a fellow by the ULI Daniel Rose Center for Public Leadership.

Managing Director Ember Shinn also will attend the conference.

Director of Budget and Fiscal Services Nelson Koyanagi will be Acting Mayor while Mayor Caldwell is out of state.

ULI is a great forum. Honolulu stands to gain from these conferences. Hopefully the Mayor and his administration will bring back experiences to incorporate into our communities.

Tax increment financing.

You may not know what it is now. But, boy oh boy, you will know soon.

It is a method to use future gains in taxes to subsidize current improvements. The holy grail of development and our gang is dripping at the lips to bring it here.

Remember...your Uncle Maneki told you this first.
