Military regulations require anyone on a military installation to wear all required safety equipment and take all required safety training. While we do not know if she was in the military, if her husband is someone is going to be in major trouble for willfully failing to follow regulations. This accident did not have to happen.

"Military regulations require anyone on a military installation to wear all required safety equipment" Tru dat. I went over the hill on my moped to a public concert at KMCAS. The MP wouldn't let me in because I didn't have a helmet on. I said "HI state law says helmets aren't required." He replied, "Our regulations say they are." He did let me park on the side near the entrance and walk to the concert, though.
