Stalled military truck closes two lanes on H-1 eastbound

The two left lanes on the H-1 Freeway at the Kaahumanu Overpass in the eastbound direction are closed due to a stalled military truck Tuesday at 12:30 p.m.

The lanes were reopened at 1:30 p.m.

What is a military truck doing in the left lane? I thought they supposed to be going slower than other vehicles on the freeway. If it was on the far right lane, could've gone on to the shoulder lane.

When I was on Active duty 18years ago, a message was put out limiting tactical vehicle speeds to 50mph due to a high rate of vehicle rollover accidents. Has this changed with the new fleet of vehicles that the military now uses? They should be in the right lane if this is still true today.
