Candidates for the Honolulu City Council District 4 seat will take part in an hour-long campaign forum before the Hawaii Kai Neighborhood Board at Hahaione Elementary School cafeteria, 7:30 p.m. Tuesday.

District 4 includes a large section of East Honolulu from Waikiki to Hawaii Kai. Candidates in the nonpartisan race are Natalie Iwasa, Trevor Ozawa, Carl Strouble and Tommy Waters. Incumbent Stanley Chang is foregoing reelection to the non-partisan, four-year seat and is instead running for Congress.

City Council candidates will appear on the Aug. 9 primary ballot. The top two finishers will head to a Nov. 4 runoff, unless the top finisher receives at least 50 percent of votes cast plus one vote. In such a scenario, the top finisher is declared the winner of the election and there is no runoff.

The last day to register to vote is July 10.
