Waimanalo teen charged as an adult in foster mother’s slaying

A 16-year-old boy accused of fatally stabbing his foster mother at their Waimanalo home in July is facing a possible life prison term with the opportunity for parole for murder.

A Hawaii Family Court judge waived the court’s jurisdiction over KaAnoi Iz Kipapa on Thursday. That allowed Honolulu police to immediately charge Kipapa with murder as an adult.

Kipapa made his initial appearance on the charge Friday morning in Honolulu District Court. From there, state sheriff deputies transported Kipapa to Oahu Community Correctional Center. His bail is $250,000.

State Department of Public Safety spokeswoman Toni Schwartz says the department takes all precautions necessary and tries to separate juveniles at OCCC from the general population as much as possible so there is minimal contact.

Kipapa is accused of fatally stabbing 52-year-old Jolyn Kipapa on July 5 at the family’s home at Waimanalo Bay Beach Park.
