Public Safety Department shifts top prison staff

The appointment of Nolan Espinda as director of the Department of Public Safety has left a vacancy at the Halawa Correctional Facility, where he had served as warden.

So Oahu Community Correctional Center Warden Francis Sequeira will be temporarily reassigned to Halawa.

Michael Hoffman, Institutions Division administrator, will temporarily serve as warden at OCCC beginning Monday.

“I believe each of them will be able to contribute a great deal of knowledge and leadership in their assigned facilities,” Espinda said.

Hoffman will be faced with two issues at OCCC: Finding innovative ways to curb overtime expenditures and coordinating the Department of Justice oversight of the mental health treatment program, the Public Safety Department said in a news release.
