Man allegedly rapes woman after registering as sex offender

LAST UPDATED: 09:03 a.m. HST, Jun 04, 2013

The preliminary hearing for a registered sex offender, who was arrested and charged Friday in the sexual assault of a woman who was dragged into a store dressing room at Maui Mall, will be held Wednesday in the Wailuku District Court.

Charles Cowan, 43, who had no local address, is being held at the Wailuku Police Station in lieu of $100,000 bail after being charged with first-degree sexual assault and kidnapping.

The Maui News said Maui County police reported that a 33-year-old woman was dragged into the dressing room of Kahului mall store by a man she didn't know on Friday. The suspect allegedly forcibly removed her clothing and sexually assaulted her.

When she tried to escape, the man restrained her while punching and choking her, police said. The woman screamed, alerting others, and the man fled the scene.

The woman was taken by ambulance to Maui Memorial Medical Center, where she was treated and released, police said. Her injuries included lacerations and abrasions to her mouth, a laceration to her left foot and redness and scratches to her upper chest and neck, the newspaper reported

Police said the suspect had been at the Wailuku Police Station to register as a sex offender Friday morning, the newspaper reported.

I feel for the victim and can only think in terms of what could have been done to prevent this from happening. The fact that the incident occurred the same day that this man registered is a clue that something may have triggered him to do what he did. Maybe the way he was treated during the time of registration caused him to become angry. This is not to say that he has any excuses. I am just saying that I am wondering what could have happened that caused this man to behave the way he did on the same day as he registered. This man is obviously very dangerous and be kept in prison for life. It also makes me wonder what his status was before release. What kind of supervision did he have and what kind of treatment did he receive or was receiving? I would hope that the staff who handled him in registration were professional and not antagonistic towards him. Just the fact that one has to register for life must be a cause for anger and frustration in the form of not being able to acquire a decent job. Ironically, this registration may have caused this man to be more risky than ever.

Obviously the stress and stigma of registering as a sex offender caused this truly nice guy to commit rape when he was simply trying to do some clothes shopping. Therefore, no one should have to register as a sex offender. Instead, we should bestow lavish praise on these poor rapists, who've probably been put down their whole lives. Thus, their self esteem will rise, and so will our economy. Yeah?
