My feeling is, the girl dropped something, and being the good samaratin, tried to holler at her and get her attention to give the item back. But, in our perverse world we live in, she was in too much haste to think only the bad, and run away to alert the officials of the incident. Or, it coulda been some pervert.....no harm-no foul....move on.
