Honolulu rail environmental review is ready

Federal transportation officials are releasing an environmental impact statement for Honolulu's planned rail line that needs to be completed before the project can move ahead.

Honolulu Mayor Mufi Hannemann announced today that the Federal Transit Administration has approved the environmental impact statement for review by the public, government agencies and Hawaii Gov. Linda Lingle.

But Lingle has said she won't sign off on the $5.4 billion rail system until she's convinced the city's financial plan is viable.

Another issue is that a programmatic agreement associated with the project hasn't been completed.

The executive summary of the environmental impact statement is expected to be posted online tomorrow.
