DLNR to consider mandating safety course for boaters

Hawaii may require skippers of power-driven boats in state waters to complete a boating safety course.

Board of Land and Natural Resources Chairman William Aila Jr. says the oceans are increasingly crowded as people dive and paddle farther from shore. He says more fatal ocean accidents are occurring in Hawaii.

The board will consider a proposal requiring the safety course when it meets Friday. Aila says the experience of other states shows boating education saves lives and reduces accidents.

Seasoned boaters would be able to take equivalency exams under the proposal.

This is absurd, and nothing more than ANOTHER tax on citizens. There are many maritime workers who hold Merchant Marine licenses who would be obligated under this measure,as well as many boaters who have spent a life-time on the water. Aila is completely out of his league. An activist and Harbor master, Aila has clearly demonstrated his inability to offer any common sense to DLNR. We go from poor to poorer. Thielen to Aila. The public deserves better, and should accept nothing less than the best for this position. Hawaii should be a model for Land and Natural Resources, able to demonstrate to the entire country its expertise in this area, instead we have fewer boat slips than they do in Kansas. Keehi Boat Harbor is a disaster and has been for years. Our small boat harbors are a disgrace. Their upkeep and management has been appalling despite increased fees, including ramp use permits in effect for a couple of decades. The public needs to rally in force against this oppressive measure by DLNR.

Agreed completely. DLNR is useless and is just a tool of the Guv to raise funds without any benefit to the boating, fishing and hunting communities.

The number of boaters i see breaking the laws is quite high. So what does it take to bring them into compliance. More education ... more enforcement [which is not well funded] or more of both. I love all of the denial and self ritious attatudes out there ... that is pat of the problem. There is lots of room for improvment.
