~~<p>Portions of two state projects to spruce up Oahu for President Barack Obama and other world leaders coming here for the Asia Pacific Economic Cooperation meeting have hit snags and will not be completed by the start of the event in November.</p>
<p>Overhead utility lines that were to be relocated underground along Ala Moana Boulevard from Kalakaua Avenue to Queen Street near Ward Center will not be done until January, said Dan Meisenzahl, spokesman for the state Department of Transportation.</p>
