~~<p>It looks like voters may have to decide again in next year's election how important it is to them that our congressional representatives live in the districts they represent.</p>
<p>The two most prominent candidates for the open seat in the 2nd Congressional District &mdash; former Honolulu Mayor Mufi Hannemann and City Councilwoman Tulsi Gabbard &mdash; both live in the 1st District.</p>
