~~<p>The Hawaii Medical Service Association will raise rates by 2.6 percent for roughly 9,500 small businesses on July 1, the Insurance Division said Wednesday.</p>
<p>The state's largest health insurer originally proposed a 3.9 percent premium increase for small businesses but lowered the rate request to 2.6 percent after the state questioned HMSA's projected medical costs.</p>
