~~<p>A public right of way to the ocean at Portlock Point, deemed unsafe and closed by the city in 2009, has reopened thanks to a public-private effort and much to the appreciation of surfers.</p>
<p>The path once again provides safe access to the ocean near a break called China Walls.</p>
