Council should censure Garcia

~~<p>The city Ethics Commission slapped a hefty fine on City Councilman Nestor Garcia, one that he surely had coming to him after failing to disclose conflicts of interests in dozens of Council legislative acts.</p>
<p>However, that doesn't erase the disciplinary duty that falls to the Council itself: adopting a resolution that censures the former chairman and, it is hoped, raises the bar for elected leaders to serve in the years ahead.</p>
