<p>State House Vice Speaker Joey Mana&shy;han, who has stood for Kalihi Kai and surrounding areas in the Legislature since 2006, hopes to fill the seat Councilman Romy Cachola is vacating. Cachola, who served for 12 years, is stepping down because of term limits.</p>
