~~<p>Colt Brennan was highly intoxicated when he was pulled over by a police officer for allegedly speeding July 25 in Kailua.</p>
<p>His blood alcohol content was 0.171, more than twice the legal limit of 0.08, according to a police report released Tuesday by the Administrative Driver's License Revocation Office.</p>
