An investigation found the Hawaii County clerk ill-prepared to deal with duties for the primary vote

~~<p>Thirteen precincts in Hawaii County failed to open on time for the primary election, a report released Thursday shows, but the delays and other irregularities do not appear legally sufficient to change election results.</p>
<p>The state Office of Elections conducted an investigation after Hawaii County Clerk Jamae Kawa&shy;uchi did not provide a detailed account of what happened Saturday when given the opportunity at a meeting of state elections officials and county clerks in Hilo on Tuesday.</p>
