~~<p>With 16 candidates offering vastly different talents, skills and experiences, voters in the Honolulu City Council's District 6 cannot grumble about a lack of choices when it comes to replacing Tulsi Gabbard.</p>
<p>Gabbard resigned in August to focus on her congressional campaign, triggering a one-time, winner-take-all special election to pick someone to fill the remaining two years on the term.</p>
