The federal report, issued Thursday, said Hawaii's increase over the 15 years was the fourth highest in the nation behind Oklahoma, up 226.7 percent; Washington state, 135.5 percent; and Montana, 117.2 percent. Kentucky, Georgia and Alabama also saw dramatic increases since 1995. The nationwide increase over the period was 82 percent, the report said.
