A lawyer fights what he calls a “duopoly” of firms shipping goods to the islands

~~<p>Local attorney and former state lawmaker John Carroll is taking another whack at the Jones Act, the federal law that supports America&rsquo;s commercial shipping fleet but is also criticized as inflating Hawaii&rsquo;s cost of living.</p>
<p>Carroll filed a lawsuit Thursday in federal court against the U.S. government on behalf of seven local business owners and consumers seeking monetary damages and termination of the 92-year-old law.</p>
