A lawyer fights what he calls a “duopoly” of firms shipping goods to the islands

~~<p>Local attorney and former state lawmaker John Carroll is taking another whack at the Jones Act, the federal law that supports America’s commercial shipping fleet but is also criticized as inflating Hawaii’s cost of living.</p>
<p>Carroll filed a lawsuit Thursday in federal court against the U.S. government on behalf of seven local business owners and consumers seeking monetary damages and termination of the 92-year-old law.</p>
