Big Isle police recapture 1 of 2 escapees

~~<p>One of two men who escaped from Hawaii Community Correctional Center in Hilo was captured in the Hawaiian Ocean View Estates subdivision in Kau on Friday evening.</p>
<p>Jarvis Naoki Higa, 35, was arrested at 8:15 p.m., Hawaii County police and Department of Public Safety said.</p>
