~~<p>The man accused of killing a fellow prisoner at Oahu Community Correctional Center has a history of mental illness and of refusing to take his medication, according to state court records.</p>
<p>An Oahu grand jury returned an indictment Thursday charging Joseph Tui Jr., 32, with first-degree murder in Saturday's beating death of Cyrl Chung in an OCCC cell.</p>
