Mayor open to a 4% pay raise

The city salary body also urges more cash for department heads and top police brass

~~<p>Mayor Kirk Caldwell indicated he likely would allow 4 percent pay increases for himself and department heads to take effect as proposed Monday by the Hono&shy;lulu Salary Commission.</p>
<p>Questions linger over the proposed increases, however, as several members of the City Council, which still must OK the raises, were either noncommittal or said they are inclined to reject the raises.</p>
