'Hygiene centers' can be useful part of broader effort

<p>A proposal before the City Council to consider &quot;hygiene centers&quot; &mdash; perhaps they're better understood as service centers &mdash; is generating some enthusiasm as well as apprehension in the community, and both reactions are justified.</p>
