<p>The Army announced this week a record of decision &mdash; the final step in the environmental impact statement process &mdash; that stated its intention to build a $29 million Infantry Platoon Battle Course on 110 acres of land at the vast, 133,000-acre Pohakuloa Training Area.</p>
