Athletic director Ben Jay's plan to rise from "mediocrity" includes improving facilities and academic performance

<p>Jay, who took over the 21-team athletic department eight months ago in the wake of the failed Stevie Wonder concert, said the plan is necessary to &quot;address the urgency of a program in decline&quot; amid &quot;a rapidly changing national landscape in intercollegiate athletics.&quot;</p>
