~~<p>Mayor Kirk Caldwell's plan to begin charging Oahu property owners $10 a month for trash pickup cleared its first hurdle Wednesday but appears to have a long way to go before it becomes law.</p>
<p>Honolulu City Council members voted 7-2 to give Bill 9 first reading approval and send it to the Budget Committee for further review. Bills require three approvals of the full Council before they go to the mayor's office.</p>
