~~<p>Two years ago, the state Department of Transportation announced with fanfare that commuters headed westbound on the H-1 freeway would have a dedicated Zipper Lane during the afternoon rush hour. The contraflow lane would run about 7.2 miles between Pearl Harbor and Waikele and was slated to be finished in late 2013.</p>
