UH to factor flat tuition in budget

The Board of Regents is reviewing a series of hikes scheduled for the next few years

~~<p>University of Hawaii campuses will need to assume flat tuition rates &mdash; not the previously approved annual 7 percent hikes &mdash; when planning their operating budgets for the next two fiscal years.</p>
<p>The move could result in scaled-back increases or a tuition freeze as the administration and Board of Regents try to balance rising costs and declining state support with a commitment to affordability and accessibility. The university also is dealing with record-high enrollment of about 60,000 students.</p>
