Kat Wade/ Special to the Star-Advertiser Police are beginning to enforce a law that allows vendors to park for only 15-minute increments. City Councilwoman Tulsi Gabbard introduced a bill Thursday to increase the time a vendor is allowed to sell food or merchandise to up to two hours.
