» A page A1 headline Wednesday said Mayor Peter Carlisle could extend the general excise tax surcharge for Honolulu’s rail transit plan. Only the state Legislature can extend the tax. Also, as the story noted, Carlisle said he does not plan to seek such an extension from the Legislature this year, but he acknowledged that the option is a possibility in the future "under the worst set of circumstances."
